Neil grew up in Brooklyn, New York, but has been a resident of Jacksonville for many years. He began his legal education at 16 in New York City where he served as a high school legal intern for former Federal District Court Judge Arthur D. Spatt prior to Judge Spatt being appointed to the U.S. District Court.
After his service to Judge Spratt, Neil attended FCCJ in Jacksonville to earn his Associates Degree. He went on to earn a Bachelor of Science in Individualized Studies, (a combination of law and history) from Charter Oak State College in Connecticut where he graduated with honors. Neil earned his Juris Doctorate at Florida Coastal School of Law in Jacksonville.
Neil was also an editor of Florida Coastal School of Law’s Law Review and received awards for excellence in Contract Law, Bankruptcy and Antitrust Law. While practicing law he also served as an adjunct professor teaching paralegal students at Jones College in Jacksonville, Florida from 2012-2016.
During his career, Neil successfully defended the rights and freedom of people illegally incarcerated for child support balances. He successfully handled an appeal opposing then Attorney General, Pam Bondi involving child support litigation with the Florida Dept. of Revenue: Sencoa Crawford v. Department of Revenue, 219 So. 3d 224 (1st DCA 2017).
Neil has achieved an award from Martindale Hubbel for having the highest attorney rating and ethical standards AV Preeminent. An elite group of attorneys who have been rated highly by their peers as having Very High Ethical Standards and an A grade (4.5 or higher).
